Help needed Plz, 740IL 1995.

Hi everyone, is there anyone with such experince regarding to what happened with me, I changed the lighter fuse near the battery at the back for my BMW 1995 740IL, then I turned on the engine and I got this dash message "TRANS. FAILSAFE PROG" and steering wheel got heavier, and I put my foot down the peddle and the car won't accelerate as it normally does, then I went to a mechanic and he plugged a small computer into the car and re-programmed something and everything went back normal. but I can not still use my lighter, if I do press it the message appears again and the car goes back to that horrible status, Any idea? Any help or advice is really appreciated, well for me I can stay without using my lighter as I do not smoke but I use it to charge my mobile sometimes.
