2004 Dakota Parking Brake

What’s the secret to installing new shoes on this thing? I got the olds ones off without any issue but putting holding the pin and shoe in place as I try to rotate the pin after compressing the retaining clip is proving to be too much for just 2 hands to do on their own.

I’m also seeing dealer manuals mention removing the rear axles to replace the parking brake shoes. This makes no sense to me. Any special tools I need or any advice y’all can give me?
