P0441 PO446 Diagnostic Problem

I bought an older 1997 toyota camry and I've been working through engine codes for a while now. Yes, I've read the threads. I've changed the VSV for Evap and an entire new canister and VSV for Vapor Pressure Sensor. I've redone the hoses and I'm still getting failure. I'm attempting to prove the plumbing is correct.

When I actuate the VSV for Evap it pulls plenty of vacuum and when I actuate the vsv for vapor pressure it registers very very little vacuum at the location of the sensor, perhaps 1 or 2 psi. If I disconnect the tube that goes between the canister and the air filter housing and hold my finger over it, I get plenty of vacuum and it holds well even when I turn off the vsv for evap.

I have not checked the ECM nor I have replaced the pressure sensor. I assumed they were fine since both VSV's had failed. How can I verify the plumbing is correct?
