86 Comanche Brake Warning light INOP

How can I test the brake warning light circuit and switches? The bulb is OK but the brake warning light does not come on. It should come on for a few seconds when the key is turned on and should also work when the emergency brake is applied. It does not work in either case so it will not pas VA inspection. How can I test and repair the circuit?

My suspicion would be that the bulb might be okay, but the bulb socket could be bad, or the connection the socket is making to the instrument panel. This would require getting to the back of the cluster I think.
And I might look for a state inspector that wasnt so vigilant. I get cars inspected in Alexandria and Springfield and Annandale - and dont recall my favorite inspectors spending time looking at the dashbaord.
