Aoshima has posted some build pics on their Facebook page.

Looks like the Japanese version will have a full engine and the export version will have a top engine half.

Sure, it's just a question of paying the price (and the shipping costs).
However this is a very strange policy to have a better kit released only for the Japanese market. I wonder if it is because US and European customer simply won't pay the rather high prices anymore, so we get a stripped down kit for less?!

Not only US and European.. i think that everyone is getting tired to pay a lot for a model..

It might be easier to get the non-export, full-detail version vs. the export version. You can order the JDM full-detail version from the usual places, for the usual discounts. The export version, I assume, is meant for distribution to hobby shops rather than mail order. In that respect, I'd imagine that the export version at a Hobbytown USA will still be more $$ than the JDM version, shipped, from HLJ. It's been at least a decade since I basically quit buying kits at hobby shops, unless they were some kind of steal or unavailable easily elsewhere. Online shopping & buying at shows is much more rewarding, I use the LHS for paint, glue, tools, materials, magazines.

The difference is just half a sprue and they had to tool up the parts for the half engine as well. I don't think cost would be the factor between the Japanese and export version.

Licensing issues, perhaps?

Maybe, but did they get such a complicated licensing agreement where the hidden part of the engine bay would make a difference? I seriously doubt it.

Still think it has to do with overseas pricing of the kits. Though I fail to see how is this supposed to help improve the situation.

Haven't actually checked up on this but the US has some very complicated import tax rules/regulations.
Maybe model kit parts count is one of them.
