95 eagle vision esi tranny problem

when i take off the it gets stuck in 2nd gear won't shift until the rpms are up high then it shifts hard.sometimes i shut off the car then restart it and it fixes the problem.there will be times where it runs fine like it was a new car.it has about 140,000 miles.the airbag light comes on and off at times.any suggestions will help thank you.
