Power Steering feels tight 2004 Venture

I have a 2004 Venture where the power steering feels tight. Any ideas?

Fluid level is good. No leaks (had it repaired a year ago where line was leaking, and now repaired).

Turning the wheel under most circumstances feels pretty normal. However, say, doing parking maneuvers SOMETIMES feels like I have non-power steering for maybe a quarter turn, and then it picks up again.

Any idea how to troubleshoot this?

Does this only happen when turn in one direction? or both left and right? If both ways, you probably have a pump going out, if only one way then it's the rack and pinion.

It is intermittent, regularly, meaning, when car is cold, like first start up in morning, or not driving a bit, it turns smoothly either way, even in park. After driving just 10 min or so, when car is warmed up, then at ultra low speeds, like parallel parking, the steering feels like non-power steering. When the wheels are allowed to roll, the steering feels fine (I know that's probably a better thing for the steering system anyway, to let the wheels roll, but the pt is all cars w/ pwr steering I know allow easy turning even when i park).

So, I am guessing it's a pump going out?

I would have someone turn the steering wheel while it exhibits this condition and I would watch the power steering pump pulley to make sure your serpentine belt is not slipping. It's an easy thing to check.

I've had pump shafts snap at the input bearing, and the pump would sometimes pump and sometimes not. With the engine off, can the pump sheave be moved in and out?
