Jack up the vehicle and support it with jack stands. The filter is attached to the drivers side frame lust in front of the rear wheel. There are little white clips that need to be removed so the fuel lines can be removed. Then there is a little screw that needs removed to get the filter offl Here is a small picture.

Re: 92 Crown Vic, Need 2 replace FUEL FILTER...
I'm not sure what the differences are between the 92-97 and the 98+ models, but on mine, I was able to remove it with a socket wrench (loosen the band holding it in place), and a flat head screwdriver to pry out the quick-release clamps.
I got a Wix filter for about $11 and it came with two new plastic clamps which just slide on both sides of the fuel lines to lock them in place. If you just drove the car within the past few hours, pop the hood, open the fuse box, and pull the fuel pump fuse and crank the engine a few times. This will depressurize the fuel lines. Fuel will still flow out, mostly from the engine side. This is normal. Have a pan ready. Here's a picture from a 1998 model. http://p71interceptor.com/undercarri...1/PICT9652.jpg
