2001 Avalon Cruise Control

Hello all,
I sure hope one of you can help me with this ongoing problem.
When the CC button is pressed on the actuator the dash light comes on ok.
When I try to set the speed, the dash light flickers but no engagement.

Here's what I've tried so far :- Had the car fault code tested by a dealer and then an independent check by an auto electrician.
Neither of them could be definitive with their answers.
It was either the CC module or the magnetic controller under the hood, or a myriad of other electrical issues.
Have cleaned as many connectors I can physically get to with contact spray.
Disconnected and reconnected the battery in an attempt to reset the computer.

I replaced the CC module and had the controller tested to show no fault.
Both expensive ventures. To no avail.
Due to what I thought was an unrelated problem some time before, (dash light stayed on) I have replaced both the brake light and park brake switches.
Disconnected the low fluid sensor in the master cylinder because the brake light was still on. Good thing? the light went out.
Someone said this could affect the CC so I simply bridged the terminal with a wire to simulate a circuit and not only did the light come back on, but it had no effect on the CC operation.
Is it possible that there is still a faulty circuit in this line and could it have an effect on the CC?

I'm beginning to think the problem lies in the actuator itself.
I'd be extremely grateful for some helpful suggestions.
