81 dodge with 360. I need help

So just bought. Its got tons of potental.
DEQ However has turned into a nightmare... 2 failed tests so far...
Ok so the engine is a 79' 360 w/4 bbr.. previouse owner instaled shiny new intake and carb and various others parts. No smoke No sqweel seems to run fine to me.( me being a commercial driver and not a machanic). Now ill admit it could be ideling a little low...
Ive given it an oil change(oil&filter) and added an air pump they had taken off..(pumps air straight into exhust manifolds) i found out about the air pump after the first test... one of our hydocarbon #s got better but still failed the other stayed the same...... I dont understand the tests very well...
I need to get through the DEQ in NE portland to get tags and title transfer. And before im willing to spend money and time fixing other issues.... Short of doing all "1k things to help pass deq" found online.. im hoping to just find the right expert to guide me to the right solution......
