2008 Toyota Avalon Foot Lights Won't Light

I recently purchased a 2008 Toyota Avalon Limited. The foot (puddle) lights do not turn on. I removed the one underneath the drivers mirror and checked it with a 12v power source and it lights up brilliantly. The interior switch is set to 'door' and the inside dome light comes on when I approach or click 'unlock' I did not check the fuse because it shares the one with the dome light and others. Any ideas would be GREATLY appreciated! Thank you.

Check the wiring harness as it routes from the door to the body. Many times the insulation on the wiring is frayed or the wires broken.
