Engine cuts at 4K like its rev limited.

I have an 06 HHR with the 2.2 ecotech and auto tranny, 145K, but the engine or at least the coil pack is from an 03 cavalier. I just bought it at an auction. The intake hose is missing (from the fender to the air box), but I don't see where that would have a major affect on it. It usually won't start on the 1st try, but does on the 2nd, misses for a few seconds, then idles smooth. It drives fine as long as you don't get on it.
As I said in the title it won't rev over 4000, but I found out by accident that if the MAF is unplugged it will, so I replaced it and it didn't change anything. It is also only getting about 17MPG around town, which seems low to me.
I thought it might be a blown head gasket, but I did a compression leak down test on each cylinder and the only leakage I have is a little by the rings I hear in the oil fill hole. I also did a compression test and got 185-195 psi in all cylinders.
My code reader won't read the codes on it for some reason, but Advance Auto's will. There weren't any codes that seemed relevant, but I reset them by unhooking the batter after I checked compression, & leak down. I will go back in the morning and have them check again to see what came back and post them.

Any suggestions would be appreciated.

Do a full scan and look at fuel trims and sensor inputs, btw you know of course if in neutral it will not rev over 4k.

Thanks for the info MazWedge.
I didn't know that it shouldn't be able to rev over 4K in Neutral, but it does the same in gear too, unless the MAF is unplugged. I'll have the codes checked today, but the fuel trims and sensor inputs will probably have to wait until Saturday.

The code is P0171 lean condition bank 1 (of course there is only one bank). I checked fuel pressure and it is only showing 30psi at idle and drops down to 0 in just a few seconds, so it sounds like its time for a fuel pump, but I will check for 12+ volts at the pump first.

Don't change the pump without checking fuel pressure first.

34 psi and drops to 0 in about 3 seconds.

34 seems low, check the specs, also should not drop off that fast.

Replaced fuel pump about a month ago. It runs great and MPG is in the mid 20's instead of mid teens. Now it has 60 psi.
