ICV Idle Control Valve not working

I replaced the ICV on my 95 Cavalier but after installing it I noticed that it's not getting any power to it. I installed the same valve on my 96 Cavalier and it worked just fine.
Can anyone tell me where or what to check to see why it's not getting any power to the ICV? What controls the power to it?

The IAC gets power from the ECM in the form of quadrature pulses (steps). This is difficult to monitor with a voltmeter and should be done with a dual channel oscilloscope. The IAC is a stepper motor. You can Google that and see how it's supposed to work, then determine how you can monitor it.

Before getting too involved you might want to check the ECM connections and fuses.
