Trailer Light Problem, Lights Stay on even when Jeep is off

I bought a hitch cover that is a skull, and the eyes light up when the headlights and such are on, im kinda curious why the lights dont shut off, they stay on even when the vehicle is not on. or running, ideas? Thanks in advance.

Ok i noticed that when i took a power tester to it, the thing that lights up i forgot what its called, but anyways i get power in every part of the 4 prongs except the ground, and the right turn signal, everything else is getting power, to it, i tried to reground the ground wire up to where you hook the trailer wire to, and then also even before the little black box where the trailer wires go to
