Why would my IAC be running all the time on my 93 Geo Storm

I've been restoring a 1993 Geo Storm 1.6 and I noriced a sound under the hood that keeps going after the car is turned off. I tracked it down to the IAC that seems to just keep runing all the time. Anyone have an idea why this would run all the time?

Are you getting over 1000 rpms with the Air cond off?
