Fuel Pump Problem

OK, here’s the issue.
I’ve got no voltage to the fuel pump electrical connection when I key “on”. When I jump the “b” and “fp” leads in the diagnostic port I get voltage. I’ve already checked the EFI and the starter relays, both check out. Replaced the circuit open relay, no change. I don’t know exactly what controls the initial couple of seconds when the fuel pump kind of “warms up”.
