Headlights dimming

Has anyone noticed that the head lights dimm when letting off the gas getting ready to come to a stop???

I have a 2004 Ascender which is an Envoy. I noticed the same thing shortly after I washed the car. On deceleration the volt meter would dip down and the healdlights would "blink". I wonder if it is a grounding issue when the front end gets wet.

When I noticed it it was not wet at all.... I dont know what would cause this.... If you find anything out, please post it.......
