02 Neon speedometer doesn't work

The speedometer doesn't work. Does anyone know where the vehicle speed sensor is?
This is actually a sub-problem. The real problem is that the transmission does not shift. The car is kicking out code P1698, which has something to do with the transmission control unit. Since the speedometer is also not working, I thought I would try replacing the speed sensor first, which is a cheap part compared to about $600 for the trans control unit. My hope is that a bad speed sensor could prevent the TCM from working properly.
Also, I just replaced the battery, which was weak, because somewhere on the internet I read that a weak battery can affect the TCM.

Update: Just found a video on 1AAuto.com showing where they are. They are buried under the air filter box. I will try to get to the tomorrow. There is a bunch of stuff plugged into the box.
Update 2: Replaced both speed sensors. No help.
