1990 sunbird key is stuck on run

I pulled a sunbird the other day to my garage to put a head gasket on it and when i got it there the key wouldnt turn to the off position. It wolnt even to to start it. It is in park and ive also tried it in neutral. What could cause this to happen?

replace the ignition cylinder. I have a 91 sunbird and it stuck twice.
i turn the key off and pulled it out but engine never turn off.
drove home and diconnected the negative post on battery to shut it down.
