IF UR TRYIN @ KEEP THE VNYL spray a industrial adhsf @ coat then wet sand after its dry it will b still flxable and takes primer and paint like it was new metal

Thay make paint for plastic you know... hmmm...the fiberglass dash i dont know..i want one but i dont know how to get them

Cant You just mask off the dash, and just redo the whole thing just as iff it was fiberglass. Obviosuly you would get the shape of the dash like this, then just keep adding layers of fiberglass for support. It might take longer, but might as well do it right and nice if ur gonna take the time ot do it at all.

A fast easy way to get around all the sanding and fuzz that seems to come with sanding vinyls and plastics is clean the dash very good with a bug or tar remover then get whats called an adhesion promoter,,this can be bought in a spray can from auto zone then two good coats of it and you are good to go with any top coat .
