96 Cutlass Supreme w/ humming noise coming from under the back of the car

I was charging my battery and I started hearing a humming noise but wasn't sure where it was coming from. Part of it sounds like its inside the engine but then I heard humming under the back of the car too. I went under the car and it sounds like its coming from the tank. Could the fuel pump be running? What can I do about this?

Pump should not run with the key off, sounds like a bad FP relay which would run down the battery.
