Thumbs down Starter/Solenoid Woes

OK Here it goes, it is a 1982 Ram B250 Conversion. Had been having intermittant Solenoid problems. Then Parked it , hours later, no solenoid toss out / no starter engage, just Starter stutter. Replaced Starter (Dummy Me, forgot to disconnect battery) installed engaged 1 x good , low on power, setup to jumper cables. No Engage. replace battery relay, & starter Relay.

Now no activity at starter , Nuthin. Good power to headlights, good spark when bypassing ignition on starter. no engage. BTW old starter did fail solenoid, and new tested good, before I left the store.

What could be causing this? and how to test it before replacing any more parts ??

The neutral safety switch down on the tranny could be worn and making intermittent contact.
