Cruise Control Help

the cruise control in my 2000 Ford Windstar 3.8L doesn't work.

Brake lights turn on and off (so switch must work)
Speedometer works (so speed sensor must work)
horn works (so at least some clock springs work)
Fuses good (as verified by servo connector test)
servo 10 pin connector:
  • pin 7 has 12 volts compared to ground (constant 12v)
  • pin 9 has 12 volts compared to ground (so it can't be the Cruise Control Cutout Switch....please don't suggest it)
  • pin 10 has 12 volts compared to +12v battery (ground)
  • when connected to the servo, the voltage between 5 and 6 changes from ~7 to ~9 volts when the on button is pushed...should this go from 0 to 12 volts?
  • the on button sends 12 volts to pin 5 compared to ground
  • there are 2.21k, 686 and 124 ohms between pins 5 and 6 for resume, set and coast which is pretty close to 2.20k, 680 and 120 ohms
  • there is no connectivity between pins 5 and 6 when the off button is pushed
Does it sound like one of the clock springs is disconnected or does it sound like the off button just isn't making a connection? If the off button doesn't work but the clock spring is okay, I'm assuming that wouldn't keep the cruise from engaging...is that correct?

is the voltage range between 5 and 6 normal?

Is there any way to test the servo?

My gage cluster doesn't have a speed control indicator...so please do not suggest I run the cruise self test and count blinks. Also, since my off button doesn't seem to work, I couldn't do it anyway.

servo was defective. replaced with salvage yard servo for $21 and it works now.
