97 Pont. Transport after frozen windshield wipers

Hello,

Tried to turn on the front wipers after an ice storm. When they came on, the driver side would stop about 6 inches from the bottom when shut off. The next time used, when shut off, the wipers stopped at the full top of the swing. Wipers work when turned on. I took off the crank arm assembly and re-set it with the park actuator arm about 5mm from the metal tab as required. (This was about 180 degrees from where it had previously stopped. I thought starting it frozen had somehow stripped the arm assembly, that does not look stripped.) Now, the wiper blades are back to stopping about 6 inches from the bottom, however, when on intermittant, they stop at the full top of the swing until shut off. There is something going on that I am not aware of.
