98 5.0 don't have cam sync tool

I have a 1998 Explorer with a 5.0 V8 and my brother installed the cam synchronizer. I'm getting poor gas mileage and I'm getting a code of P1309. I'm guessing that he didn't set the cam synchronizer correctly, but the problem is the tool is at his house that's 80 miles away. Is there a way to set it without the tool. I read somewhere that the sensor is supposed to be set at 26 degrees after TDC but the procedure was for the 3.0 V6. All I really need to know is if the 5.0 is also set at 26 degrees after TDC or if it is a different number.
