Exclamation 2006 Mustang 6cyl poor MPG

Hey guys,
My brother has a 2006 mustang that he bought from my uncle. It is in perfect condition, and only has 35,000 miles. He only drives city, but should he be getting 12 mpg? That is worse than I got with my truck (F250 diesel) in the city and I drove the same route. He isn't hard on it at all and I checked the air filter and it is only a little dirty. No codes are up either. Any thoughts? Thanks guys
