2003 Camry blinking Ac/clutch disengaged

Hello to all,
Forum newbie here but seasoned DIYourselfer on families auto's. This is a great site and have enjoyed hours surfing through great information.

My parents have a 2003 Camry with the ac blinking light. I have checked high side/ low side pressure with my gauges while jumping low pressure switch ( clutch did engage ) and ironically pressure's were in spec. But it still blinked and didn't cool.
They spent 300.00 at a shop who diagnosed blinking light as a clutch relay but that isn't it. The clogged cabin filter isn't it as well.

Does anyone have a factory troubleshooting guide? Parents were told you have to have special software to dig deeper for problem. Thanks
