Replaced Wiper Arms - Do not work correctly

I replaced the wiper arms and wipers on a 1998 Mercury Grand Marquis, using GENUINE PARTS from a Ford Dealer.

The problem is when the wipers are off, they are parked about 1/2" from the bottom of the windshield frame.

Please let me how could adjust the wiper arms, if possible.

The arms are attached over large pins with small teeth. Take them off and put them back on again one tooth farther up. If that is not enough movement, continue the rotation of placing the arm on one tooth further until it is in the position you want.

I cannot do it that way, because each wiper arm has a clip to match with a guide.
