PLEASE HELP - Lots of Problems

Hey, I'm a noob to this so forgive me if this thread already exist and point me in the right direction.

I'm having several problems with my 2000 Leganza that I will list below:

1) Starting - My car does not start any more. It used to after a while of hearing the ignition go, but now all I get is clicking or nothing. I can only get aux. power and the engine fans to come on.

2) No downshift - last time I drove, my car would not downshift properly while in D. It would go beyond 3000 RPMs at just 60 mph.

3) The shifter does not lock in.

The engine is newly replaced, the alternator has been tested and good, the battery is new. I'm thinking something in the starter system has gone wrong, but how do i know? Any suggestions?
