2002 Ram 1500 Electrical Issue

I picked up a 2002 Ram 1500 4.7 5spd, this past week. When I went to test drive I only noticed 2 problems horn didn't work and neither did the temp gauge. First thing I did was check the horn fuse figured it would be the easiest to tackle first. Well when I pulled the lid off the fuse box there was jumper wires running to 2 fuses. The fuses jumped are #35 (10A ABS Module, Ignition - Run) and fuse #36 (10A Hvac Control). I removed the jumper wire and went for a ride, speedo stopped working, and both ABS and Brake Light stayed on and it stalled at every stop. Put the jumper back on and everything ran great. Using a tester there is no power going the the #35 or #36 fuses unless jumped. I thought maybe it was the ignition switch so I grabbed one from autozone for $27 and put it in and still same Issue. I tried looking at a wiring diragram to see where fuse 35 and 36 draw their power so I could trace it back, but the wiring diagrams are so confusing lol.

Not sure if the temp gauge not working is tied to this issue. Even with the fuses jumped the temp gauge is not working. Gonna test the connector and the sensor today after work.

Right now I'd like to focus on the wiring issue then worry about the temp gauge. I don't like having fuses jumped. If anyone could look at a wiring diagram or knows off hand and tell me where those 2 fuses draw power so I could trace it back step by step and see where the break is I'd really appreciate it.
