09 Jetta Clutch Bleeding

I'm nearly bald trying to get my clutch to operate. Just changed the master cylinder. I applied 25 psi (my vaccum unit maxed out at 25, instructions say to go to 29 psi) vacuum to the bleeder valve. Obtained a steady stream of fluid from the bleeder. However, the clutch pedal still does not come all the up.

Any advice?
