switch or fan, 98 frontieer

Fan for heater or A/C on my 98 Frontier only work on high (position 4).
It won't blow air on any other setting. Would this be the switch itself or the fan? 4 cylinder engine if it matters.
A little history, fan has made a noise in the past when it is on but usually quited down and worked fine.
If it is the fan moter would it still work on high?

You need a new blower resistor located under the glove box. Go to any parts store and they should know what you're talking about.
