Trouble reconnecting TV cable

Just replaced the head on my 96 Beretta. Am putting everything back together & cannot get the the throttle plate to close because there isn't enough slack in the cable . These are the same parts I took off to do the job. Nothing different. Any help would be appreciated.

The TV cable will not hold the throttle open. Must be a problem with the throttle cable. What engine is it? The 2.2 can do it with the cables reversed, when you try and step on the pedal does it open the throttle? I know it sounds silly. With the 3.1 I have seen a bent cable bracket do it. May have bent the bracket when it was off, i have done that once. no idea why but it was bent slightly when i put one together.
