1994 Dodge 15 passenger

After stopping for a short time when I tried to take off the front brakes were locked up and the pedal was stiff. I tried to pump them and move the van back and forth but they wouldn't let go. After setting for about 15 minutes they let go but the pedal went clear to the floor before stopping. This happened once before but over a month ago. The brake light and abs lights have been on for a couple of months but I have only had the problem twice. Could it be leaking fluid and sticking? Vacuum boost? It appeared to be both front brakes at the same time.

Kinda sounds like the proportioning valve isn't working quite right.

Imo the master cyl is the first place to start.
