Rack and pinion

I have a 1998 ford mustang the problems is it seems that there is play in the steering i will be driving down the road and the car starts wobbling back and fourth even when i go into a turn also when i turn the wheel to the left it pops twice does this sound like the rack and pinion is going out or i have another problem
