2008 Impala 3.9l fuel tank roll over valve

Having trouble filling the gas tank. I have to pump gas very slowly and it seems to be getting worse with time.
Iíve checked the vent solenoid valve and verified the vent tube is clear to the tank. Iím guessing the roll over valve is stuck, is this a replaceable part or is it integral to the gas tank? Can it be diagnosed/replaced without dropping the tank?

I'm not sure on the 2008 W-bodies, but on many other GM vehicles the anti-surge / anti-siphon arrangement is part of the filler neck, and that might be available separately from the tank.
