chevette won't start

1981 Chevette, 11k miles

Would a bad oil pump cause the hydraulic lifters not function properly to the point where the engine would not start?

It has fuel and spark and the timing is right on. It has a new head recently installed, as well.

With no replies, my mechanic and I figured out what had happened. The timing was off, but appeared to be right on. The pin that orients the cam wheel to the cam shaft had sheared off some how and allowed the shaft to a quarter turn out. With new pin installed and a little gas down the carb, it started up on the first crank after sitting for 7 years.

1981 with 11k miles
