Weird electrical issuse 2004 Malibu Classic

Hi first thanks for this very helpful site has helped in the past!

So I have a 2004 classic the dashboard lights stopped working turn the dial nothing happens and the two fuses drivers and passengers side both are good.

Second the tail lights stopped working break and reverse work just not the night time lights.

The service light is on and I used my scanner it answers no codes

I'm stumped hopeful someone can point me in right direction
