2005 obd fuse location

2005 ENVOY. Bought a BAFX Wi-fi Scanner to use w/OBD FUSION app & iPad.
Plugged it in, does not power up (no red light). BAFX says check OBD fuse. Neither the interior rear seat fuse box or the under-hood fuse box diagram shows
an OBD fuse or anything like it. BAFX says OBD should have a designated fuse OR else will be on fuse w/accessories such as cigarette lighters & wipers. Can anyone tell me, please, which fuse controls the OBD port? Thanks.

Fuse 13 in the UEC may be involved.
