1996 4.0 wont rev past 1500RPM at a loss

1996 4.0.

its been about a year since it all began and has not been on road since, it started wit o2 codes, would drive fine till engine got hot than had loss of power backfire replace o2 sensors. plugs wires water pump ac compressor and air filter were already needed to be replaced. fuel filter was bad and fuel pump at 25psi replaced with new.will rev over 1500 in park but when in drive will get up to 1500 start to bog between 1300-1500 with pedal floored

AC Delco spark plug wires
AC Delco spark plugs
fuel filter
BOSCH Oxygen sensor B1S1,B2S1,B2S2
water pump
AC compressor
air filter
ac delco fuel pump
fuel pressure tested at 42psi(not at 48-55 required)
did test on fuel pressure regulator and psi jumped up about 10 which was said that it was good and no fuel in vac line
tested MAF sensor with unplugging it can car began to sputter
no vac leaks
took cat off
anti backfire valve
