Need Help!

i have a 1993 toyota paseo and it hasnt run in about 2 years and for the past two weeks ive been driving it around the neighborhood about once a day to see how it drives and it drives pretty good but when i checked the oil on the dip stick it looked fine but i looked under the oil cap and theres this white stuff under the cap does anybody know what that could be or what that could be a sign of?
