95 explorer won't start in cold weather

It is about 5 degrees out and it will not start. It will crank but not start. I get a little pop but wont start, usually i need to floor the pedal to get it to start when it is cold but it wont do it this time.

I'd probably start by checking fuel pressure and if that's good, check the engine coolant temperature (ECT) sensor readings. Sounds like in the past it was flooding (which is why going WOT would allow it to start) which often is a sign of an out of spec ECT sensor.

You might also try holding the throttle open just a bit to see if that helps it to start. If so, the problem may be either a very dirty throttle plate or, more likely, a faulty Idle Air Control (IAC) servo.
