Unhappy 99 Suburban Power widows problem

So the power windows don't work the fuse on drivers side fuse compartment labeled 30A 12077863 gets really hot and clicks. I replaced the fuse and that one too got really hot. Now where do I start in finding the problem?

the wiring short in the door drivers door is very possible. I had to also find this on a 1996. the wiring must all be covered with loom and tape. the door moves a lot so the uncovered wiring does get damaged.

could also be the motor . unplug motor see if the fuse gets hot..
