15 is the oxygen sensor.
16 is the EGR valve position sensor.
17 is the feedback system
My scanner would say which sensor is bad as they aren't cheap. I would then delete the codes and check if they returned again.
As Advanced Auto and Auto Zone check codes free check if they can help you.

2 short flashes is distributor no signal which mean a no start.
2 long flashes is injector no.3 open or short. This would cause a oxygen sensor problem.

They are short flashes. Car starts and runs no problem with that. ????

I never worked on a Sportage and got this from another Kia Forum. On my Kia Sorento I plug in my scanner and it will tell me if I have a code and what it means.
If I was you I would ask Advanced Auto or Auto Zone and check what their scanner says.
I tried years ago to use a plug in tool with led lights, and I would get a 1/2 flash which I was unsure of.
Google Kia Forums and look at a Kia only forum. I'm sure some people have your same type of problem.
Any way check for blown fuses and loose connections or damaged wires for the codes I told you.
Anyway on a Ford I found ignore the 1/2 flash
I checked a Kia forum says its a crank angle sensor.

http://www.rockauto.com/ I typed in your sportage and a 4cyl has both upstream and upstream oxygen sensors. the ones I looked at had 4 wires. Two of the wires are for heaters and have 12 volt for this purpose. Use a test light or dvom and check for voltage. If no voltage check for a bad fuse. The heaters heat up the sensor until the engine warms up.
