constant driver side front tire flats!

about 2 years ago my front driver side wheel well covering fell off as I was driving. never picked it up. I have noticed that I have had issues with that particular driver tire. deep cuts and nicks. In the past 1yr I have had to replace that particular tire twice. Now today as I was making a sharp left turn I felt a noice/wobble as I slowly made the turn and parked. Hour later, I come back out to get something out of my car and notice the front driver side tire fully flat! Is this all just dumb luck or is something underneath the wheel well cutting my tire?

Have you been using the same wheel/rim on the front drivers side, for the past 2 years? Or have you been rotating them? Where on the tire are the cuts and nicks? Is it the same place every time? Pictures might help.
