Another EGR question

I let this alley mechanic look at my 84 caprice and he told me I needed a new egr solenoid. I noticed that he put a screw in the vacuum line from the egr valve?......i mean shes actually running a lil better but still when I cold start the exhaust smoke is black and strong. Could an egr solenoid replacement be t the answer to my strong exhaust smell. It's killing my neighbors

this so called mechanic plugged the vacuum line on the EGR control valve. now you have no egr action. this will reduce MPG and create emissions to be excessive. I would replace the EGR and the control valve. they need replacing every 100,ooo mi or every 10 years.

cold start black smoke is the choke pull off defective or not adjusted correctly. If this was not adjusted and the black smoke started to get bad at cold start then this pull off is bad.

the EGR does not work when the engine is cold. that is why you have this electric control valve.
