98 Regal Radiotor/bumper deflector help

The plastic deflector that sits under my front bumper/radiator is missing. I need to know:
#1) What is it called so I can order it? Part number would help!
#2) Diagram or picture of a properly installed one so I can figure out how to install it....I assume I don't need to remove the radiator or bumper?
#3) With this missing will it cause my vehicle to overheat due to airflow issues?

It sounds like you are looking for item #33. Is that correct? If this part is missing, it could cause overheating. The deflector should have five bolts holding it in place, which are accessible from the bottom.

DEFLECTOR. Radiator Air
DEFLECTOR,RAD AIR LWR(MAY REQ SPRINGS 21030793). Required: 01
For: W69 (1998-1998) (1998 - 1998). Part# 10436318 $79.65

I am not sure what the purpose of the radiator air baffle springs are, but according to the part description, it requires four springs Part # 21030793 @ 3.42 ea list price. Click Here and you can get them for $0.68 ea.
