2004 Accord - low beams don't work

My wife has a 2004 Accord EX. Both low beam headlights stopped working. High beams and all other lights work fine. I didn't think it was the bulbs since one was replaced a few months ago. I pulled one and it looked fine. The fuses for the low beams are okay, also. The wiring diagram in the Haynes manual shows a relay for the low beams, but the fuse/relay diagrams in the owner's manual don't show the location of a relay for the headlights. When I work the switch with the hood raised and the engine off I can hear a clicking noise coming from a small box beside the under hood fuse box. I assume this is where the relay is located, and that the relay is working if I can hear it clicking. Is this a safe assumption? Any ideas on what other things to check?

Clicking relay does not mean it is working. The contacts could be worn out. The best way to check it is to replace with a known good one.

Okay, I didn't realize that. Thanks for the info. Now I am wondering why the relay isn't easily accessible in the fuse box. The fuse box has a lid that pops off easily by pressing on the tabs. This box has a cover that bolts on. I'm not much of a mechanic, so I'm a little paranoid when I get into unfamiliar territory under the hood of a car.

Try to pull the relay up. Or look around it and see if it is secured by a fastener or a clip.

I would just google for "how to remove honda relay" or something similar.

The issue is that the relay appears to be in a box that is separate from the regular fuse/relay box. It has a bolted-on cover vs. the cover that easily snaps off the other box. Also, the diagram in the owner's manual doesn't include this box. It makes me wonder if it is meant to be opened by the owner. Of course, it's my car (or my wife's), so I can open it if I want, but that's where my paranoia comes in. I have had a few bad experiences when working on things that I wasn'f familiar with.
