A/C compressor not coming on 96 accord

A/C compressor not engaging on my 96 accord v6... Ok here is what i've done. Checked all fuses and relays. checked the pressure switch and it works, as well as the a/c cooling fans are coming on. I even have power at the compressor. The clutch is not locked up, is there anything else I'm missing to check? If there is power at the compressor shouldn't the clutch engage?

gotta remember honda's are wierd even though i'm not sure how the system works about half the systems work off controlled grounds
