1998 ford countour 2.0 zetec timing/flex plate

i have tried checked and tested everything on this engine and it still will not start...it sounds like it might want to but does not...it has always lead me back to timimg...unfortunately the computer contains no codes...i could really us some new ideas...i hope someone can help me and if you need some more information please ask me and i'll get back asap..thanks in advance..tom

new timing belt installed properly
all sensors check out ok
fuel pressure 38# and holds
injectors working properly
good spark

*edit added question: i have seen diagrams and videos of the camshaft alignment done with both a straight bar (flush with top of head) and also an offset bar (slots are below top of head) and wondering if all this no start situation is just being 180 degrees off on the timing. does anyone know specifically which method is used on particular engines or model years? i believe 1998>2000 contours (the last year of the contour) have the variable camshaft timing and earlier models do not have the "vct".
questionsthis is how desperate i am)

1. would a cracked or broken flex plate cause this no start condition?

2. is there a definitive test to eliminate the flex plate as the culprit?

3. is it possible to inspect the flex plate with a flexible camera? (i'm thinking maybe through the starter hole or even the crank sensor
